Do you need a renovation permit in Malaysia?

Short answer: it depends on what you’re changing. Cosmetic work usually doesn’t need approval, but anything structural does. Starting without the right approval can lead to stop-work orders, fines or problems when you sell. This guide explains the general rules. Requirements differ between local councils, so always confirm with yours or with your drawings consultant before work begins.

Who approves renovations?

Building work in Malaysia is regulated by your local authority (Pihak Berkuasa Tempatan, or PBT), such as DBKL in Kuala Lumpur, MBPJ in Petaling Jaya or MBSA in Shah Alam. They apply the Street, Drainage and Building Act and the Uniform Building By-Laws. If you live in a condo, apartment or gated community, the management body (JMB or MC) also has its own renovation rules.

Work that usually needs approval

  • House extensions at the front, back or upper floor
  • Car porch extensions or new roofing
  • Removing, adding or moving walls, especially load-bearing ones
  • Changes to the roof, staircase or structural columns and beams
  • Changes to the façade or building footprint
  • Demolition work

Work that usually doesn’t

  • Interior and exterior painting
  • Replacing floor or wall tiles
  • Built-in cabinets, wardrobes and kitchen carpentry
  • Changing light fittings, sockets or replacing like-for-like plumbing
  • Installing wainscoting or wallpaper

Strata properties: even minor work in a condo usually needs a renovation form, a deposit and working-hour rules from management. Check the house rules before booking a contractor.

What you typically need to apply

  1. Proof of ownership (title or sale and purchase agreement) and latest assessment receipt
  2. Architectural drawings of the proposed work, prepared by a qualified submitting person
  3. Structural drawings or an engineer’s endorsement for structural changes
  4. Application form and processing fees for your council
  5. Neighbour consent for some terrace house works affecting shared walls

How long it takes

Timelines vary widely by council, workload and project size. Small renovation approvals can come through in a few weeks; larger extensions take longer, especially if the council asks for amendments. Building the approval time into your plan avoids contractors sitting idle and rising costs. If you’re planning an extension, our house extension service includes submission support.

What happens if you skip the permit?

Councils can issue stop-work orders, compound fines or require unapproved structures to be demolished. Unapproved extensions can also cause trouble with bank valuations and buyers when you sell. It isn’t worth the risk for the time saved.
